A user over at Qusers.com has come up with a nice tip to use the Q as a modem.

To setup the Q:
-Dial ##342587
-Enable Dial-Up Networking
-Go to Start, Accessories, Modem Link
-Make sure that "USB" is selected under "Connection"
-Select "Activate"

-Download the driver here
-Plug in the Q.
-When the New Hardware Dialogue appears, select "Install from a specific location" and point to the folder you have stored the driver.
-Clicking "Next" a few times will complete the installation.

He mentions that the Q locks up when done tethering, but he is working on a fix.

I am unsure of the legality of this method and not sure if it violates the terms of service with Verizon, so use at your own risk. Since I do not have EV-DO available in my part of the country, I have no need to try it myself.

Thanks to Stimey for the tip!
