I agree with your last point that by putting a price on it and doing it for free, would get a lot more mileage out of it. But, I doubt that many of the employees there would care to get any mileage.

I think that it’d be dumb to offer it for free because there are lots of different phones out there and there could actually end up being some complications…especially if the user has a phone that isn’t one sold by Best Buy.

If they offered it as a free service w/ the purchase of the phone, people would think it was a ploy and just another hassle to worry about.

That being said, I bet a salesperson at Best Buy could offer to do it free anyways if the customer purchases the phone. So there’s still an opening to sell. Only difference is that now they can point to a sign and say “this is a service that would cost you money otherwise”
