ZoomBoard has been doing this and many more since 2007. For $14.95. ZoomBoard offers SmartZoom. It also has 3 different zoming options. As for layouts, ZoomBoard supports more than 35. The guys from Paragon are kidding themselves with this release ;) TouchPal is also very good but still pricey. So, I would suggest checking out www.iWindowsMobile.com/onscreen-keyboard.html - there is a trial available. Not the best by far. ZoomBoard has been doing this and many more since 2007. For $14.95.
