I'm fifteen and I have to admit that I'm a regular on Neopets. *blushes embarrassedly* And this sort of thing-- though I'll admit on a lower scale and not compromising bank accounts-- happens all the time. Neopets monitors do keep a good majority of scammers off of the public boards and have made it hard to post links to other sites, but kids still manage to get scammed via private neomail. I hope that something can be done in the future to make Neopets a safer place.
