Personally I think this sounds like a great dual boot option for netbooks or other mobile PCs. The Chrome OS could be used when cloud computing or as an “instant on” option while another OS such as Windows or OS X is used when needed.

Even for instant-on, Chrome isn't necessary. I've heard that many PC companies are now including Splashtop with their PCs to get instant-on Web browsing.

I also don't believe the OS is antiquated, people are always going to need other applications other than a web browser, even on netbooks, that is why when netbooks first came out alot of people returned then as they were expecting them to be able to do what their desktop machines could in a small package.
