It's a plugin used to play Atari 8-bit tunes, from oldskool games, demos, and so on. There's a huge archive of stuff you can listen to at this site:
http://asma.atari.org/ - thousands of tunes in one big ZIP or RAR if you like.
It's fun stuff.

My cell phone will play MIDI files, and it's nowhere near as complex as the Axim. Should be a software solution; you don't need to provide all the musical instrument sounds, just the most used. Still might be a tall undertaking, possibly could emulate an old SB16 for this purpose.

There are plenty of Pocket PC Midi Players. TCPMP just isn't one of them.
