Just about any program you get for the Pocket PC has a CAB file you can "grab" if you know what you're doing. If you start the installation for a PPC program using an EXE installer, there will be a CAB file on your PC in the Program Files\Microsoft Activesync or Program Files\softwarecompanyname folder. Copy that CAB file from that folder onto your CF card and cancel the install.
As for good games, you can find Pac Man on one of the freeware sites such as pocketpcfreewares.com or freewarepocketpc.com. I'd look it up for you now but those sites are blocked by my office firewall :(
