If you Google you can find .cab building software free from MS - I don't know if it will create them for PPC - but as I understand it .cab is just a compression format so it might be ok. Then to install you need Cabinstall (freeware).
If you've already looked at these sorry if I have wasted your time. I would be interested in an app that extracts .cab files from the .exe - if you know of one.
