The setting you're describing is known as DV or Digital Video. Even the BEST TV card for a PC would have trouble maintaining this, as the Real PC looses the steam momentarily, causing dropped frames. Even if it were possible, an hour’s worth of footage would be 13GB! I do Digital Video as a side business, and if you REALLY want to capture at that resolution, you’ll need to get the following:

1. DV Camcorder
2. IEEE 1394 (Firewire) card for your PC / Laptop
3. Video Capture software that supports DV
4. At least a 80GB HDD totally dedicated to Vide capture / Edit

First, use the DV camcorder as you would a regular camcorder. After the event, use the Firewire cable to connect the DV camcorder to your PC and turn the camcorder on. Make sure it’s in playback mode. After Windows XP detects the camcorder, launch your Vid Capture SW. It will see the camcorder and control it from there, rewinding the tape, playing it back and recording on the PC. There will be no dropped frames, and audio / video quality will be the best. From here, you can edit it and burn it to DVD, so that regular DVD players can play it.

But getting back to your question – there is no way any Pocket PC (or Palm) can capture video at 720x576. Cell Phones with video capture don’t even have this ability, again because of the large file sizes involved. Your best bet is the above, or settle for Quarter-VGA (which is GREAT for e-mail and Web BTW)
