The only reason why a deletion would fail is if it were in-use.
ergo, something running is aware of the directory or is using something under it.
Can you iteratively delete the contents of each subdirectory and then the contents of the directory itself, and finally the directory itself if you delete everything you can, reboot, repeat until gone? The rename previously mentioned is sometimes a shortcut to this end, but in practice rarely works, where the iterative delete usually does work.
