I am assuming you are running wm2003se (not wm5).
First thing I would do is turn off all your 'stuff' on your today screen, run memmaid and clean everything up then soft reset.
Also check your startup folder in the windows directory. You can copy stuff out of there to a temporary directory and then do a soft reset. Maybe there is a program that is being started automatticly after soft reset thats doing this.
