Probably not what your looking for but the
Vito Oscilloscope will take a IR signal and even process it to show you the signal. Not the same as your looking for but close.
Also, any webcam will show you the blinking of the IR leds in a device. Just walk up with your remote and aim it at the webcam and you can see the led flashing.
