not necessarily ... :)
if you are using outlook as a source for your emailing & contacts ..etc .. then the answer is yes ...
but if you are not using outlook as email client or need to sync the (e-mail, calendar, contacts, tasks, and notes) within outlook ... then ..
there are alternatives when it comes to wanting only to sync files, folders ...etc
it would help if you can let me know what exactly that you are trying to accomplished when syncing ... that way I'll have an idea and can suggest the alternatives ...
some are free ... others might not be :)
