So, you can use ActiveSync to extract the .cab files, transfer to a memory card, and then install. Note that .NET compact framework will install the .CAB on the desktop to its own directory under Program Files on your PC. No reason why they can't include the "read this and click I agree" notice on the .cab. If you are unable or unwilling to use ActiveSync, you can indeed avoid it, just don't depend upon using the PC component (if applicable) if it is available only through ActiveSync (most files you can simply drag and drop into a storage card using a reader).
Keep CABinstall and your CAB's in a special directory on your desktop or on a memory card, and they will always be at hand.
In my opinion, there is no reason why the end user should not be accomodated when he/she intends to use the PPC as a standalone device. I do understand that there are some advantages to using sync software, but this is not always an alternative for all PPC users.
