This setting is controlled by the \HKLM\SOFTWARE\Microsoft\Internet Explorer\Navigation\4-Way Nav\ key. Set the DWord value to 0 for page scrolling (smooth) or 1 to scroll by hyperlinks. Get yourself a registry editor (such as PHM RegEdit) and apply the tweak yourself. You will have to restart PIE to see the changes.
