By the way folks, I did ask for a reason that Dell would not be providing the upgrade and this was the response:
"This is our management's decision .
They have advised that will be no plan to offer the upgrade to customers in Asia Pacific."
Not very helpful in explaining the reason why. In other words: "there's no damn reason for it its just our policy".
