I must admit - my Axim suffered water damage & I thought all was lost. But I did get it up & running again. The charging problem cropped up about the same time. So, best guess, could the back-up battery be the cause?

I very much doubt the re-charging problem is caused by the back-up battery.

However, it seems likely to me that the cause of both problems could be the water ingress. Water, especially sea-water and even dirty water, will cause corrosion if not quickly and carefully removed. The corrosion will often take some time to cause noticable damage (often eating through power tracks on PCBs).

You would be well advised to take it to a repair shop before something else stops working.
