It was stated in no uncertain terms when Microsoft made the request to XDA-Developers.com to remove their large ROM image archive that the reason the request was being made was due to "feedback from several sources on the software hosted by XDA-developers, including mobile operators with customers requesting support on 'unofficial ROM images,'" this being from their email exchange with XDA-Devs. Previously, though Microsoft had complained about pre-release or unstable ROMs being made available at XDA-Devs, they had allowed the large ROM archive to operate unimpeded for years.

Again, without verifiable documentation from Microsoft, this is all hearsay, opinion, and speculation.
