I can help with the wisbar I think. Use file explorer and look in the windows startup folder and delete the shortcut to wisbar if it's there. If not I recommend downloading sk tools (there's a trial) and run it to find any bad shortcuts or registry entries that were missed during the uninstall. It may even help with the notifications as well.
