First what does the two x.x mean what actual numbers are those and where can I find out.
Second , when I enter ipconfig /all in the command line of windows xp a dos window pops up for about two seconds then immediately disappears.
Where exactly can I check if the Windows Firewall doesnt block that adress I can only find programs and ports that it blocks.

x.x refers to any IP number. For example, my Axim typically has an IP address of 169.254.2.2 (x.x being the last two digits). It's just sort of a shorthand for "where x can be any IP number from 0 to 254". For ipconfig /all, click Start-->Run, type
cmd and then when the command prompt window comes up, type the
ipconfig /all . If you're using the built-in Windows firewall, it's probably not blocking the activesync programs as the activesync programs should be listed under the Exceptions tab of the Windows firewall. I wasn't sure if you were using a 3rd party firewall like Zonealarm or other that would tend to explicity block activesync and the Axim from being assigned an IP address.
