You can move applications you've installed to the pocket pc to your storage card by uninstalling the application, then reinstalling it to the storage card.
You can also move most all of the files you find in the My Documents folder to a folder on your storage card.
If you use email on your pocket pc, you can change an option within the messaging application so that any emailed attachments are saved to the storage card.
If it's been a while since the last time you performed a clean reset, you might think about doing a major cleanup. Perform a clean reset and set everything up from scratch. Then only install applications that you use regularly - making sure to install them to your storage card (you'd delete everything on the storage card too and start over again from scratch.).

Technically, you can remove preinstalled programs if you have the right tools (not on the pocket pc).
I have also found that (depending on the person), that Dell either made the pagepool too big or too small. The pagepool is also changable.
