I had the same problem. Couldn't pin down the cause - just seems to happen randomly.
However, in order to restore the bluetooth tab, what you need to do is close Ipaq Wireless with a task manager, NOT THE X BUTTON (even if its set to really close). I use Quick Menu, but I suppose others work. When you reopen the Ipaq wiereless manager, the bluetooth tab should be there again.
