Use a file explorer to see what is in \Windows\StartUp\. My guess is that there is a shortcut in the startup folder that points to the executable "PowerStateOn.exe". That file is not in my Windows folder. Does it actually exist in your Windows folder?
You also may be restoring from a bad backup file. You could try hard-resetting and then manually reinstall data and programs.
