I guess it doesn't actually say the string is too short (I trusted the OP). :D
Here is what it says:
The search term you specified (to) is under the minimum word length (3) and therefore will not be found. Please make this term longer.
It even gives the offending word "to"- guess I always skimmed over that info too.
