WHICH .cab file??? The file in my Windows directory is "BtCoreIf.dll" - is that the one that should be deleted (after installing the as-yet unspecified .cab file)?
Have you had this problem & done this procedure to correct it? Did it actually work to fix the hardware switch issue?
