if the work environment REQUIRES you to be on site (hot or not isn't an issue, but would tend to exacerbate the situation) There HAS to be facilities for your use... ie bathrooms and water.
I could see where they might not want discarded cups and trash on their worksite, especially if the property owners or others are complaning about trash (labeled bottles would prove who is leaving the trash)
So the only other alternative is to have your personal water and such in a break area or in your trucks and then be able to go to those areas at allotted times... for example in cat 5 heat, we'd have 30 minutes of work with a 10 minute break.
If they refuse to allow access to personal water in a break area, but will allow access to water you have to pay for, contact OSHA or a union rep if you have one
