Mixcraft is a great substitute for Garageband on Windows. Unfortunately, it is not for Pocket Pcs.

Axim does not have Duplex (Record and Play back same time) capabilities. The closest program I've found is a program called Pocket Jam. Check it out here:
Pocket Jam 3.02.

It's $19.95, wish it was freeware.
