Something like Resco Explorer or the freeware Total Commander should allow you to set/change file attributes.
I've enclosed a screencap of Resco returning the values for oeminfo.xml in Windows (it's icon is associated with Opera). At the bottom of the screen there are selectable attributes. While Read-only , Hidden, Archive and System are selectable, there is a ROM aspect which is not.
