I don't know if this would work for you or not, but occasionally I will see that on my Vista boxes, and I'd do the following:
1. Disconnect the mobile device and soft reset it (or else turn it completely off then back on) and leave it unplugged from the PC
2. Restart the PC
3. Log into Vista, and when the desktop has loaded most everything, connect the mobile device and allow it to be redetected and set up via Vista's Sync Center aka (Windows Mobile Device Center)
On very rare occasions I'd go into Vista's device manager (called Computer Management) and with the mobile device plugged in, look for "Portable Devices". I'd then right-click on the mobile device listed and select "Uninstall", and when that completed, do steps 1-3 above. This might be overkill, but sometimes did the trick for me.
I can't guarantee it will fix your problem, but I've been able to connect 4 different mobile devices to a couple different Vista PCs without too much trouble. I've also not had to ever disable "advanced networking" for any of my WinMo devices, for whatever that's worth.
