I tried setting the "ManualDisable" setting to 1 but it would revert back to "0" as soon as I closed the registry editor (never had that happen before). So the setting wouldn't take.

The ManualDisable key seems to be the problem. On my IPAQ 910c the setting is "1" (all other settings there match yours). Now....how to change that key so it sticks?.....not really sure.
