Also, my CF gps can signifiy me its working status, and one of them is 'blinking' light, meaning that it is receiving 3 or more satellite signals well. While I see my cf gps is receiving 3 or more satellite signals...., well my dell navigator sw seems not getting those data from satelllite.

I'm sorry, but I'm a little bit confused about these two paragraphs. When you reconnect, the GPS software is still working but it doesn't receive the GPS signals?
Also, when I said to do a soft reset, I meant before you connect for the very first time (not because you are having problems powering off the device). Maybe that might make a difference?
