All: Box's suggestion regarding turning off the Enable Advanced Nework functionality, appears to be the solution. :cheers:
On my HTC is this setting is called 'Enable faster data Synchronization'
With this turned off my PC no longer starts an additional network adaptor, which appears to be what caused applications on Windows (especially Outlook, IE, and any program newly called to open a file) to have to pause until this adaptor had timed out: so problem solved.
BT sync is still a mystery, but not a problem for this thread.
I suggest this thread is closed and a new one opened on the topic of the BT sync.
