I have to open GSPocketMagic first and then open Icbar, annoying.

Tap on the Windows flag in the upper left corner, just to the left where it say Start. If you tap the word Start, you get the usual Windows Start Menu.
By the way, it does have to be running. to get it to automatically run it does require a shortcut in the Startup Folder.
OPPS, sorry, I just noticed you answered your own question.
Not sure why you would want both GSPocketMagic AND Icbar.
