TCPMP is pretty straight forward about audio codecs it doesn't support, you'll usually get a message saying something is not supported.

Check and see if the Use system volume box is checked under Options > Settings > Select page > Advanced then turn up the system volume see if that helps.

Do you have a link to the website that has the file you're trying to play?
