I'm not so sure now how it could be a "waste of space"...when overriding the one in Windows folder, I would imagine you SAVE space....replacing a 2484K file with a dummy_do_nothing 4K file.
Your book analogy: The book YOU_WILL_NEVER_READ is 50 pages, 1/2" thick...replacing it with a piece of paper DO_NOT_READ_THIS_BOOK, a single page, 0.001" thick.
