I granted full access to the four apps, and added the expert rule, and switched to "trusted" in the zones tab, but I still can't get my device to be detected.

Was the Ax plugged in? When I did this I need mine to be plugged in and trying to sync so it showed up on the list and then I was able to change and save the settings in ZA.
The thing I noticed about WM5 vs 2003SE is that WM5 just seemed to tell the PC what was what (I didn't need to go through the setup process for AS) hence ZA seeing it as a threat whereas with 2003SE you have to go through a setup process - thislast bit is just a thought.
