Through activesync on the phone you can go to menu and options and uncheck the conduit when it's not connected to the PC.
I do tech support for the TREO700W and I encountered this problem. The customer is using activesync 4.1. She said the problem started after trying to sync with a different PC.
I'm not sure what caused the problem but I was able to fix it by deleting and recreating the partnerships on the phone and the PC and then resynching the conduits individually.
Thanks to everyone who posted about this error because the Palm database doesn't say a thing about this error.
