This is based strictly on observations, but before I used xcpuscalar I found that the filesys made my system incredibly slow at least once every other day, and now that I use xcpuscalar, I find my system does not slow down like it used to, of course, it still slows down occasionally just like my pc running windows xp slows down every once and a while meaning windows software sucks. Anywho, my conclusion is that xcpuscalar does decrease the filesys problem. It may only help, or it may solve it completely, I can't say for sure, but I have been using it for a while now and would not use my pocket pc without it now. But like I said, this is based on my observation on use, and not by looking at any tech specs or cpu usage of the thread, so I can't debate with anyone why this works.
