Any Outlook expert here?

I have a user with Outlook problems. He is running Outlook 2003 on XP in a locked environment. Outlook is running system resources to 98 and99% just a minute after being started. The result is Outlook is painfully slow. It doesn't matter if he is connected to the server or work ofline the results are the same. I have tried everything as well as other tech here and we have only one solution left is to re-image the his unit. I would like to avoid this if someone point me to the right place to look for a solution.
