I've tried what you suggested with XScaleCtrl
If you set the values manually to L=27 M=4 and N=1.0 you get the following
CPU Run: 398
Current Mode: Run
Turbo Mode: 398
Run Mode: 398
PXBus Mode: 199
SDRAM max:99
MEM LCD: 99
L = 1 M = 3 N = 2
Not sure why the values do not correspond correctly, however, it does seem to set the Bus speed correctly
