Open file explorer
Open the Windows Folder
Scroll down to the file named "welcome.exe"
Click on this file.
This will take you through the initial set-up screens without doing a hard reboot and it [I]should[I] fix your IE problem.

Messenger works, therefore it somehow connects.
Can anybody point me at a place where some ideas can be found ? I tried looking in the forums, but I could not seem to find anything. Maybe I did not look properly.
