I verified that I am installing the correct version. It is installed to the device... I vaguely recall having this problem before or seeing it mentioned before but I don't recall what the answer was. I have tried a soft reset as well and that didn't help.
There are 3 reasons why the "you have an older OS" error is present.

1. The OEMinfo.xml file is not present in the \windows directory (if your device provider doesn't have this file email msreadergirl@comcast.net to get a copy)
2. The udhid.dll file is not present in the \windows directory (which should not happen if you are indeed installing 2.4.1)
3. You have a cached install of the 2.4 or earlier Reader.

The following instructions will check for each of those. Please give the following a try:

On your device go to Start | Settings | System Tab | Remove Programs. Select Microsoft Reader and tap on "Remove"

<NOTE: If you can't remove these files via this method on your device:

On your device please go to My Device\Windows\AppMgr and remove any folders named Microsoft Reader
On your device please go to where your Microsoft Reader is installed and delete the entire folder

On your device please go to the \windows directory and delete udhid.dll
On your device please delete your annotations folder and any hidden files named litpath.lpt
Soft Reset your device, DO NOT PLACE IN CRADLE

On your PC please go to Start | Control Panel | Add/remove programs and select "Microsoft Reader for Pocket PC" and uninstall it
On your PC please go to C:\Program Files\Microsoft ActiveSync and remove the folder Microsoft Reader for Pocket PC
On your PC go to your device activesync folder (usually named something like Mydevice_MyDocuments and lives on your desktop)
From this folder and any subfolders delete any .EBO files or hidden litpath.lpt files
Cradle your device and let it sync
On your PC Open Activesync
Open Add/Remove programs in activesync
Verify that the Microsoft Reader is not listed in the list of applications
If it is still listed go to Start | Run and type in regedit or regedit32 if it is an NT based system.
Go to the key HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows CE Services\AppMgr\Apps
Delete the key for Microsoft Reader
Open Activesync
Open Add/Remove programs in activesync
Verify that the Microsoft Reader is not listed in the list of applications
Soft reset the device and recradle

Install the 2.4.1 version of the Reader (you will know that you have the right version during install when you get to the licensing agreement - the
version is listed there)
Complete the install and DO NOT RESET at the end of the install
Attempt to activate directly after Reader installation. NOTE: Install only to the Device/Default location. Failure to do so will result in further issues.
If activation is successful perform a soft reset to register the fonts.

If activation is not sucessful please reply back and I will do my best to assist you further.
