It sounds like you have two partnerships. Cradle the Axim and in Activesync click File and then Mobile Device.
There should be one partnership listed there (your current one): if not, the other(s) can be deleted.
As for your missing tabs, I confess that I am running out of ideas. The only thing that I can think of is that AS is not booting properly at start up (assuming that you are running AS on the pc boot). Normally, I would only think that this was a problem if AS wasn't connecting with the device, but....
Uncradle the Axim and kill any processes that are associated with AS - make sure that Outlook is closed. Then restart AS from the Start Menu and recradle the Axim.
