I can confirm that the same was true for my friend when he flashed his IPAQ from 2002 SP2 to 2002 SP3. He couldn't use his old backup (or at least he wasn't supposed to). This doesn't surprise me too much. There is too much stuff in the backup that is OS specific I think.
