Are those laptops home use of office use. I have seen this on Office laptop where the user wasn't part of the Local Admin group. If you have a firewall software try with it disabled.

Thanks for the reply, Frenchy! Unfortunaely that doesn't apply to my situation, and firewall makes no difference.
