'IF' Dell is setting the BUS speeds at 100, it may actually be the correct way of doing so if the BUS speed 'outside' of the CPU is 100 and not 200.
Am I looking at this all wrong?

As far as I can tell, that's what it was doing.
I had Hack Master on my Axim before it went back and I had no trouble enabling the 200MHz internal bus while leaving the external bus at 100MHz.
