This video is being fed as a Java applet, so you need a Java VM plug in for Pocket Internet Explorer. That's about as far as I can get you... this FAQ discusses the topic (scroll down to Can I run Java Applets on PocketPC?), but the linked JVM plugin doesn't appear to be available at the link anymore, so you may have to do some digging....
