Can you give us more informaiton? How does the IP Landscape look? Are you using DHCP on the WAN interface on the router (the one facing the ISDN PC) or is it static? What addresses are being used? Did you enable ICS on the ISDN Modem interface or on the NIC interface?

Verify that you have full layer 3 (IP) connectivity first..
