Since you are sharing an ISDN connection, and running ICS to share it, you need to disable the DHCP function of the router.

In Windows XP, ICS runs a DHCP server. You can't do anything about it. Your router is also running a DHCP server, turn it off. You've got two DHCP servers trying to dish out address, and that's why one will work, or the other, but not both.

I've got a very similar network configuration. Instead of ISDN on a PCI card, I've got satellite broadband on a USB port.
