I found a German Freeware :D program that worked. It's simple and very basic but it worked.

Edit: Should mention that I have an Ipaq 2215 rather than an Axim.

This is the best format program I have found so far! Flash Format and Storage tools would fail every time or always give me an error saying it could not have exclusive access. And best of all the german one is free! :D
